A different agency took part of your refund through the Treasury Offset Program: typically past-due child support, federal student loans, state income tax, or other government debts.

The official definition, IRS Document 6209

BFS TOP Offset (generated transaction). Treasury Offset Program offset initiated by the Bureau of the Fiscal Service. Reduces the amount of the refund with which it is associated. Reversed by a TC 766 with the same offset trace number, or a TC 899.

What it means for your refund

Reduced by the offset. The IRS is the messenger here; the debt belongs to another agency, and disputes go to that agency, whose contact information arrives in the offset notice from the Bureau of the Fiscal Service.

Worth knowing: An 898 later matched by a 766 with the same offset trace number means the offset was reversed and that money came back to your account.

Reading the transcript around it
