CP63: This Year's Refund Is Hostage to Another Year's Return

A CP63 notice means the IRS is holding your refund because its records show you still have not filed one or more tax returns and it believes you will owe additional tax on them. The hold has exactly two exits, in the IRS's words: it can release the refund when it has received all past due returns, or an explanation showing you did not have to file for those years.

Why this year's refund pays for that year's silence

The IRS holds the refund because it believes the unfiled years will produce a balance, and the refund is the easiest asset to keep against it. That is also the exit: file the returns, and the hold's stated conditions are met, with the refund released or applied against whatever the filings show you owe.
